State Agency & Regulatory Framework
Portland Bureau of Transportation has issued guidance that magnet fishing from city bridges is a bridge-by-bridge determination. Oregon's scenic waterways program may impose additional access restrictions on some designated scenic waterways. USACE Portland District manages the Columbia River and its tributaries; check for project-specific rules on any Corps-managed facility. Oregon's antiquities laws protect archaeological resources on public land.
State Park Policy
Oregon State Parks (Oregon Parks and Recreation Department) has not issued a system-wide magnet fishing policy. Several Portland-area bridges have been noted in agency guidance. Contact specific park offices and OPRD for current guidance.
Waterway Access & Navigability
Oregon follows the public trust doctrine for navigable waterways and has a strong recreational access tradition. The Columbia, Willamette, Rogue, and Umpqua Rivers are major navigable waterways. Oregon's public access rights include the bed and banks below the ordinary high-water mark on navigable rivers.
