State Agency & Regulatory Framework
Delaware is a small state with significant water access points managed by both state and federal agencies. The C&D Canal is managed by the Army Corps of Engineers — check with the Philadelphia District office for waterway-specific rules. Delaware's Abandoned Property Act may apply to found items of value. The state's proximity to historically significant waterways (Delaware River colonial-era sites, WWII-era infrastructure) makes artifact awareness particularly important.
State Park Policy
Delaware State Parks (DNREC Division of Parks and Recreation) has not issued a system-wide prohibition on magnet fishing. Contact individual park offices for site-specific rules, particularly for parks with designated conservation areas.
Waterway Access & Navigability
Delaware's major waterways — the Delaware River, Delaware Bay, and Chesapeake and Delaware Canal — are federally navigable. The Delaware River is managed in part by the Delaware River Basin Commission, a multi-state body. Public access to the Delaware River's navigable surface is well-established.
